OPCA offers a dynamic portfolio of programs and services designed to advance the mission and impact of Oregon's FQHCs. OPCA's work is strategically designed to meet federal HRSA requirements, while also remaining responsive to the evolving priorities of our members and strengthened by a broad range of grant funding and collaborative partnerships. 

Our programs reflect a deep commitment to the principles of health accessibility, innovation, and system transformation. Whether addressing workforce development, behavioral health integration, policy and advocacy, value-based care, or practice transformation, OPCA creates pathways for learning, improvement, and collaboration across the safety-net system. 

As a statewide membership association, we intentionally design and convene inclusive both virtual and in-person, inclusive spaces where health center staff and leadership can connect across disciplines and geographies. These convenings provide opportunities for peer learning, technical assistance, and shared problem-solving. Through targeted training, communities of practice, and individualized support, we equip our members with the knowledge, skills, and resources necessary to deliver high-quality, patient-centered care.

OPCA’s Clinical Improvement Community supports health centers in advancing high-quality, whole person care through a suite of targeted training, technical assistance, and peer convenings. Designed with the complex realities of safety-net clinical practice in mind, our offerings build clinical and operational capacity to meet emerging population health needs, reduce disparities, and improve patient outcomes across Oregon’s FQHCs. 

This programming brings together clinical leaders, providers, quality improvement staff, and care teams through a variety of interactive formats, from hands-on training to facilitated learning collaboratives. Our work is informed by public health data, community and membership voice, and best practices, and is aligned with both HRSA expectations and the lived experience of health center patients and providers. 

Recurring trainings and convenings include: 

  • Provider Communication & Competency Training
    Skills-based training to enhance provider-patient communication and meet PCPCH & Oregon Medical Board Standards. Certificate for attestation document provided. 
  • Maternal Health Convenings
    Cross-sector learning sessions focused on improving maternal health outcomes, addressing workforce gaps, and advancing birth equity. 
  • Intimate Partner Violence (IPV) Screening Training
    Tools and trauma-informed approaches to help clinical staff identify, support, and refer patients experiencing IPV. 
  • HIV & STI Screening and Linkage to Care
    Evidence-based strategies for routine screening and timely referral and treatment, with an emphasis on reducing stigma and improving health outcomes. 
  • Anal and Vaginal Cancer Screening
    Clinical guidance for identifying and addressing cancer risks in high-priority populations, including HPV-related screenings. 
  • Carceral and Reentry Linkages to Care Community of Practice
    Strategies for strengthening care transitions for patients involved in the justice system, including continuity of care before and after incarceration. 
  • Empathic Inquiry 

Offered on a case-by-case basis, not HRSA funded.  

Through this suite of services, OPCA supports health centers in building clinical systems that are not only compliant, but also compassionate, community-centered, and resilient.

Alternative Payment & Advanced Care Learning Community (APCM /ACLC)

  • The APCM is a nationally recognized APM advancing payment reform and care transformation since 2010, now implemented in 20 FQHCs and two RHCs.  
  • APCM Learning Forums (Formerly known as ACLC): Webinar series advancing care model transformation through themed learning cohorts (2024–25 focus: Population Health Models of Care).  
  • Learning Labs are Responsive, member-driven education on evolving value-based care and payment priorities. This includes our annual training on billing and coding, as well as population health analysis training that builds health center capacity to interpret and act on data through enhanced analytics tools.

OPCA offers a variety of groups based on your role and/or your interests!  

Leadership Groups

Leadership groups are intended for our C-Suite and Clinical Leaders. These groups are for senior leadership staff that seek leadership training specific to their roles and peer networking and connection opportunities. Currently, we offer 8 Leadership Groups. Each of these groups meet at their own cadence, have advisory groups and meet together annually for an in-person Leadership Gathering in the Fall: 

  • Executive Directors (CEO/ED) 
  • Chief Financial Officers (CFO) 
  • Chief Medical Officers (CMO) 
  • Chief Dental Officers (CDO) (or your senior Dental Leader) 
  • Chief of Nursing Officer (CNO) (or your senior Nurse Leader) 
  • Chief Behavorial Health Officer (CBO) (or your senior BH Leader) 
  • Chief Pharmacy Officer (CPO) (or your senior Pharmacy Leader)  
  • Chief Operations Officer (COO)

Synergy Groups

Synergy Groups are groups that have formed around a particular role, need, or focus area. These groups have their own virtual meeting cadence and are open to non-leadership staff (unless otherwise noted). We currently have 5 synergy groups: 

  • Quality Improvement Collective: A collaborative workgroup that shares data around metric management and population health data collection. *Data sharing agreements are required for participation in this group (LINK to its own page)

Connection Hub
