The Oregon Primary Care Association is hosting their Earmarks Webinar on October 29, 2024 at 12:00pm PT. Congressionally Directed Spending Requests, formerly known as congressional “Earmarks,” are specific provisions in annual federal appropriations legislation that allocate direct funds for particular government and nonprofit projects, programs, or activities back in each Member of Congress’ state and district. The focus of this webinar is on guidance for FQHCs to work with their Members of Congress to submit requests for funding. 

This webinar explains: 

  • The Congressionally Directed Spending process in both a House and Senate office 
  • How FQHCs can work with Members of Congress to propose projects 
  • Timing of when to submit requests to congressional offices and deadlines for Members of Congress to submit their requests to the various appropriations subcommittees 
  • Examples of Oregon FQHCs that have received an earmark in the past and their experience in how the process works

Al Bannan
Deputy District Director
Office of Congresswoman Suzanne Bonamici 

Al has worked in the office of Congresswoman Suzanne Bonamici for more than four years both as a district representative and now Deputy District Director. In their current role, Al is the point person for Congressionally Directed Spending project requests. Prior to joining the Representative’s office, Al served as Public Policy and Communications Director at the Oregon Association for the Education of Young Children.  

Al graduated from Portland State University with a Bachelor of Arts in Child and Family Studies.  

Stacey Jochimsen
Statewide Outreach Director
Office of U.S. Senator Jeff Merkley 

Stacey currently serves as the Statewide Outreach Director for U.S. Senator Jeff Merkley. Prior roles include Legislative Director at the Oregon Department of Veterans’ Affairs, Oregon Field Representative and Constituent Services Representative for Senator Merkley covering a wide range of issues including public health and healthcare. 

Stacey holds a Masters in Public Health from Portland State University and Bachelor’s in Science of Sociology from University of Oregon.
