Executive Leadership

Joan Watson-Patko
Joan Watson-Patko (she/her) Executive Director
Joan joined OPCA as the Executive Director in 2018 and has more than 25 years of experience in health, education, workforce development, and social services, where she provided leadership to organizations with a focus on communities experiencing significant inequities. At OPCA, Joan led the development process of a clinically integrated network subsidiary, the Oregon Network of Community Health Centers (Network), which incorporated in 2020. Joan holds a bachelor’s degree in women’s studies and a master’s in social work from Temple University in Philadelphia, PA. When she is not working, she’s usually walking her dog, listening to a podcast, or gathering with loved ones over a good meal.
Brooke Linn (she/her) Program Senior Director
Brooke spearheads OPCA’s technical assistance and training programs, driving FQHC transformation in evolving practices and payment models. She brings nearly 20 years’ experience in healthcare. Her areas of expertise include system innovation, behavioral health integration, health equity, substance use, person centered and trauma informed care, motivational interviewing, and mental health first aid. She holds a master’s degree in human science and a PhD in Organizational Systems. Her hobbies include spending time with family, writing, creating art, and cheering on the Trailblazers!
Claire Tranchese (she/her) Deputy Director
Claire provides daily and strategic leadership as a part of the OPCA Senior Leadership Team, with an emphasis on DEI principles. Claire earned her master’s degree from PSU in Training and Organizational Development. Prior to joining OPCA, Claire worked in primary care settings statewide on programs for children with special health needs and as a staff member of the Oregon Office of Rural Health. In her free time, she loves to travel around the world and the Pacific Northwest. Claire is passionate about creating a more just world.
Daniel Sobel
Danielle Sobel (she/her) Policy & Regulatory Affairs Sr. Director
Danielle establishes strategy, structure, and implementation processes to leverage policies and advocate for CHCs as health care delivery and payment evolves in Oregon. She oversees Policy, Payment and Public Affairs at OPCA. Danielle earned a BA in Political Science and Spanish from University of Portland MPH, with concentration in Health Policy and Management from Emory University, Rollins School of Public Health. Outside of work, she enjoys baking, spending time with good friends, traveling, volunteering on (too) many boards and cheering on her daughters in their many activities.

Data

Simon Parker-Shames
Simon Parker-Shames (he/him) Data Strategy Director
Simon supports OPCA's Data Team in collecting and making sense of data to support the mission of health centers in Oregon. He has worked for CHCs for the past 15 years, and he was the founder of Oregon Health Informatics, an HIT and Data Architecture consultancy. Simon earned an MPH from University of Washington, with research interests in social determinants, perinatal care, and technology. Outside of work, he enjoys spending time with his kids, learning about Chinese language and culture, and dabbling with Irish and classical instruments.
Shalanna Morales
Shalanna Morales (she/her) Senior Data Project Manager
Shalanna organizes all the moving parts for launching the Arcadia data system for CHCs statewide. Her prior work includes administrative professional roles at banks and tax firms, temping for the spam/abuse department at Myspace.com, and working the front desk night shift at a premier recording studio in Hollywood, CA. In college she most enjoyed coursework in art history, anthropology and acting. Outside of work, Shalanna explores her artistic side through food, music, hiking, and photography.
Brandon Lane
Brandon Lane (he/him) Data Manager
Brandon assists member clinics with data reporting requirements, and he supports internal OPCA clients with data for their program work. He has held a data role at OPCA for more than ten years. Prior to joining OPCA, Brandon worked in the market research industry for 25 years as an analyst and manager. He earned a BA in Economics, with minors in Political Science and Mathematics. Outside of work, Brandon tinkers with black and white film photography using 1950s era cameras, including developing the film and making the prints.
Thu Le
Thu Le (he/him) Data Analyst II
Thu supports the OPCA team and FQHC members in the analysis, interpretation, and visualization of data. He holds an MPH in Epidemiology from the OHSU-PSU School of Public Health and previously worked as an Epidemiologist for Marion County. His areas of interest include chronic disease epidemiology, social determinants of health, and all things public health in general. Outside of work, he enjoy board games, video games, hiking, kayaking (when the weather cooperates), basketball, and painting.

Internal Operations

Cindy Tan
Cindy Tan (she/her) Human Resources Sr. Manager
Cindy supports all aspects of the OPCA internal human resources functions (such as talent strategy, retention, workplace culture, and other HR initiatives) with an equitable and employee-centered approach, while ensuring compliance with employment laws and organizational policies. She earned her Bachelor of Arts degree in Psychology with 15 years of human resources experience. Outside of work, Cindy enjoys learning about art and illustrations, reading short fiction, journaling, watching horror movies, caring for her cats, and keeping her houseplants alive!
Kim Vu
Kim Vu (she/her) Accounting Manager
Kim handles day-to-day accounting, including accounts receivable, accounts payable, and payroll at OPCA. She has been with the organization for eight years, and she has an Associate of Arts degree. Before joining OPCA, Kim worked for 11 years as Accounts Payable in Radio Broadcasting industry, corporate sector (CBS Radio, Alpha Broadcasting). In her free time, she enjoys reading and traveling.
Brecklynn Williams
Brecklynn Williams (she/her) Operations Manager
Brecklynn works with all things internal at OPCA. She works with IT management, office management, compliance, vendor relations, and she supports OPCA’s Events, Finance, and Human Resources teams. She graduated from the University of Missouri with a Bachelors in Science for Psychology. She has worked with IT and People Experience for over 10 years. Outside of work, Brecklynn loves taking walks to the park with her two golden doodles, Bentley & Olive, while listening to Taylor Swift music. She also enjoys doing puzzles, shopping for new clothes, and caring for her house plants.
Roxana Carlos (she/her) Program & Operations Coordinator
Roxanna supports both OPCA’s Programs and Operations team with administrative organizational work. She builds both internal and external relationships in her body of work. Prior to OPCA, Roxanna worked in a startup environment. She also worked in accounting for 6 years before deciding she wanted to further strengthen her skills in an operational role. Outside of work, Roxanna enjoys rummaging through antiques and thrift stores, playing video games with friends as well as being a cinephile.
Courtney Crosby
Courtney Crosby (she/her) Executive Assistant
Courtney Crosby is the Executive Assistant for OPCA. She provides administrative support to CHC members, the OPCA Board, and board committees. Courtney is passionate about equitable care and community support. She grew up on the Big Island of Hawaii but came to Oregon to study at Portland State University in 2015. She earned a bachelor’s degree in communications & business, specializing in management and leadership from Portland State University. Outside of work, Courtney enjoys spending quality time with family, friends, and her corgi.

Marty Carty
Marty Carty (he/him) Governmental Affairs Director
Marty Carty currently oversees government affairs and policy initiatives for OPCA with responsibility for the organization’s public policy agenda and regulatory engagement on a range of state and federal priorities. Immediately prior to joining OPCA, Marty ran Oregon Congressman Earl Blumenauer’s political office where he ensured the Congressman’s political agenda reflected the community's priorities. In his free time, Marty prioritizes being outdoors and spending time with his partner Marta, their two children, Maggie and Max, and their dogs - Chase and Chance.
Talbot Eckweiler
Talbot Eckweiler (she/they) Public Affairs & Comms Director
Talbot leads brand strategy for OPCA, i.e. the production and distribution of educational materials around FQHCs challenges and successes in Oregon. They are the person to contact if you are a reporter looking for a subject matter expert. Talbot earned an undergraduate degree in Journalism and Mass Communications at St. Bonaventure University and a Juris Doctorate at MSU Law. In past roles, Talbot helped conserve forestland in New England and recruit students to study law. Outside of work, Talbot enjoys spending time with her dog and cat, thrifting, and playing D&D.
Jordan Frazier
Jordan Frazier (she/her) Communications Manager
Jordan focuses on OPCA’s communications strategy, website, graphics design, member peer groups, print materials, digital content, and social media. She is the best person to contact if you have questions about OPCA’s email newsletters. Before joining OPCA, Jordan earned a bachelor’s degree at Edinburgh Napier University and an MBA in PR & Communications at the EU Business School. Outside of work, she serves as the Communications Director on the Healthcare Communicators Northwest Board of Directors. Jordan is also passionate about travel, wine, and hot sauce!
Torie Baldwin
Torie Baldwin (she/her) APCM Manager
Torie coordinates meetings, trainings, and projects for the Alternative Payment and Advanced Care Program (APCM). Before joining OPCA, she worked in several office jobs where she learned how to manage overlapping projects with multiple deadlines. She is passionate about nature! Outside of work, Torie spends her free time volunteering with both 350 PDX Forest Defense and with Bark for Mt. Hood. She firmly believes forests, both urban and wild, are our future.
Erin Woods
Erin Woods (she/her) Health Policy Analyst
Erin supports the Policy and Data team in logistical matters. She is the best person to reach out to if you have a policy question, as she can either answer or direct you to the right person. Prior to working at OPCA, Erin worked for the Legislative Policy and Research Office. This allowed her to get more familiar with the legislative process here in Oregon and the political landscape around healthcare. Outside of work, Erin loves exploring new worlds through reading, and she’s passionate about cooking.

Training, Technical Assistance, and Member Programs

Stephanie Castaño
Stephanie Castaño (she/her) Program Director
Stephanie leads OPCA’s technical assistance and training programs for FQHCs in Oregon. Her focus is on ensuring program success and strategic alignment, contributing to healthcare development. Before joining OPCA, Stephanie gained valuable experience as a peer health advocate, participated in a social medicine internship in rural India, and interned in OSU's Office of Advocacy. Currently, she’s pursuing a master’s degree in public health. Outside of work, she enjoys visiting Tualatin River Greenway trails for hiking, playing fetch, and paddleboarding with her wirehaired pointing griffon, Canela.
Ada Catanzarite
Ada Catanzarite (they/them) Quality Improvement Manager
Ada supports health centers with their improvement efforts focusing on health metrics, systems and processes. They look at a variety of data including health outcomes, social needs, and implementation science. Ada has a long history of working with community-based non-profits and uses their background in Communications & Culture to drive healthcare transformation. Outside of work, Ada enjoys being in wild natural spaces by hiking, camping, kayaking, and biking. You may find them at one of Oregon's many farmers markets.
Sonya Howk
Sonya Howk (she/her) Sustainability Manager
Sonya facilitates three OPCA peer groups - Operation Directors, Dental Directors, and Nursing Leaders. She is the best person to contact for assistance with new or expanding health centers, information for Operational Site visits, guidance on the Group Purchasing Program with WACH; resources for developing monthly reports for HRSA; and navigating COVID-19 programs. She has a Masters of Public Administration; Healthcare Administration, and she has more than 25 years of experience in community-based health. In her free time, she enjoys spending time with her 10-year-old, gardening, and cooking.
Neelam Lal
Neelam Lal (she/her) Workforce Development Manager
Neelam works with OPCA’s community health centers to support recruitment and retention through community partnerships and collaboration. Through webinars and conferences, she has collected and presented tools and resources that benefit and develop strategic workforce plans, retention plans, and more. Neelam has an educational background in social science with a focus in community health, global health, and health promotion. Neelam moved to Oregon recently, so outside of work, she likes to experience Oregonian culture through attending events, hiking, and exploring the delicious food scene!
Joanna Peterson
Joanna Peterson (she/her) Program Manager
Joanna Peterson oversees OPCA’s 12 peer affinity groups and supports the delivery of technical assistance and training for CHCs. Before joining OPCA, she worked alongside Oregon pediatricians, facilitating pediatric mental health training and clinical quality improvement projects. She holds a degree in journalism and communications from Linfield University, and she is pursuing a Master of Social Work at Portland State University. When not at work, Joanna enjoys studying ballet, backpacking, and trail running. She is a volunteer mentor and is passionate about upstream, preventative behavioral health services.
Malia Turina
Malia Robinson (she/her) Events & Marketing Manager
Malia strives to create innovative, valuable, and interactive events for our members and partners. She leverages the OPCA strategic vision and exceptional organizational skills to drive impactful marketing campaigns, fostering engagement and strong participation for FQHCs. Malia studied Psychology at the University of Oregon, but quickly fell into event production following college. Malia has worked in events and operations for more than 10 years now. Outside of work, she enjoys hanging out with her dog (golden retriever), finding a fun new restaurant, and reading a good book.

Oregon Network of Community Health Centers

Carla Jones (she/her) Network Director
Carla leads the Oregon Network of Community Health Centers (ONCHC), a Clinically Integrated Network of health centers across Oregon. She is the best person to contact if you're an insurance payer looking to contract with the ONCHC or if you're a FQHC looking to join ONCHC. Carla earned her degree at Oregon State University, and she has more than 25 years of experience in healthcare administration. Outside of work, she enjoys watching OSU Beavers games and her children's sporting events. She spends her free time kayaking/rafting the rivers, skiing the mountains, and gardening.
Sofia Blanco-Mills (she/her) Network Executive Assistant
Sofia supports the Oregon Network of Community Health Centers. Her work includes gathering, coordinating, and producing materials for the Network and ACO boards and subsequent projects. Sofia holds a Bachelor of Science in Public Health with minors in Spanish and Business Entrepreneurship from Oregon State University. Before joining OPCA, Sofia worked at OHSU and the Oregon Health Authority. Outside the office, she loves to try new recipes, take her dog for adventures, and travel as much as possible. She has been to more 10 countries and lived in Spain for a year.

Oregon AIDs Education and Training Center

Dayna Morrison
Dayna Morrison (she/her) Senior Director of AETC Programs
Dayna provides vision and leadership to the Oregon AETC team while increasing provider and health system capacity to better serve those at risk of and living with HIV. She has more than 25 years of experience working in HIV both domestically and abroad. She earned her Masters in Infectious Disease and International Health with a focus on HIV, TB, and Malaria from Tulane School of Public Health and Tropical Medicine. Outside of work, Dayna loves to read, hike with her dog, and make tasty treats for her kids.
Ashley Allison
Ashley Allison (she/her) AETC Prevention Director
Ashley oversees HIV prevention clinical education and technical assistance for Oregon's health care workforce. Ashley graduated with a bachelor’s in international Affairs from Lewis and Clark College in Portland, Oregon. Prior to taking a position with the Oregon AETC, Ashley worked as a development officer and project coordinator for several large-scale HIV testing and antiretroviral therapy adherence programs in Johannesburg, South Africa. Ashley loves to go camping, read escapist fiction, eat, and grow tomatoes.
Rayna Appenzeller
Rayna Appenzeller (she/her) AETC Practice Transformation Sr. Manager
Rayna works with FQHCs across Oregon and SW Washington on quality improvement and systems level change to improve access along the HIV Care Continuum for Black, Latinx, and Indigenous Populations. She earned Juris Doctor, concentration in Health Law and Policy, at University of California, Hastings College of Law (presently UC Law San Francisco) as well as a Bachelor of Arts in American Studies with honors, and minor in African American Studies, at University of California at Berkeley. Outside of work, she loves travel and taking her dog on adventures.
Rachel Greim (she/her) AETC Equity Manager
Rachel delivers and coordinates trainings and communities of practice on gender-affirming hormone therapy, anti-racism, and trauma-informed care. She also supports the 2SLGBTQ+ Meaningful Care Conference. Ultimately, she explores opportunities for the Oregon AETC to improve its equity work. She received her Masters in Public Health from the OHSU-PSU School of Public Health in 2020, and her BA in Human Development from University of California, San Diego in 2016. Outside of work, Rachel likes reading, kayaking, cuddling her cat, and playing cozy video games.
Dale Sattergren
Dale Sattergren (he/him) AETC Administrative Coordinator
Dale supports the Oregon AETC team by reviewing and submitting financial reimbursements, preparing materials for mail out and completing data entry. He has twenty-five years of experience with Hospitality Management, Hospitality accounting, and auditing experience. Dale also has 13 years of experience in Conference and Trade Show Registration Management. Outside of work, he enjoys researching family genealogy and family history.
Al Ward (he/they) AETC Intern
Al is a social work intern at the Oregon AETC. He focuses his research on systems change and harm reduction. Al has a B.A. in Biology and will complete their MSW in December 2024 from the University of Montana in Missoula. Outside of work, Al is passionate about growing food and living in harmony with the natural world.
Riley Appelgren (they/them) AETC Intern
Riley is an intern working on post-exposure prophylaxis access projects with AETC and OPCA. They are a graduate student at the Oregon Health & Science University - Portland State University School of Public Health, and they are working to complete a MPH in Epidemiology. Outside of work, Riley enjoys reading a book while riding the bus, or studying in a local coffee shop.
