Executive Leadership

Joan Watson-Patko
Joan Watson-Patko - Executive Director
Joan leads OPCA, where she utilizes her professional expertise related to access, and empowerment of communities and populations experiencing poverty and marginalization. Joan has 18 years of experience in professional management in health, education, community and social services, and more than twenty years of program and community development experience. Outside of work, Joan enjoys live music, boxing, and anything with her dog. i.e. hiking and visiting the beach.
Brooke Linn - Program Senior Director
Brooke spearheads OPCA’s technical assistance and training programs, driving FQHC transformation in evolving practices and payment models. Brooke brings nearly 20 years’ experience in healthcare with expertise in system innovation and behavioral health integration. Brooke holds a master’s degree in human science and a PhD in Organizational Systems. Brooke’s hobbies include spending time with family, writing, creating art, and cheering on the Trailblazers!
Claire Tranchese - Deputy Director
Claire provides daily and strategic leadership as a part of the OPCA Senior Leadership Team. Claire earned her master’s degree from PSU in Training and Organizational Development. Prior to joining OPCA, Claire worked in primary care settings statewide on programs for children with special health needs and as a staff member of the Oregon Office of Rural Health. In her free time, she loves to travel around the world and the Pacific Northwest.
Ayana Johnston - Finance Senior Director
Ayana oversees the financial operations of OPCA and its subsidiaries. Ayana ensures OPCA has financially sound systems, policies, and procedures in place. Ayana has 25 years in the finance industry with more than 16 years in health care and 13 years of experience working in the FQHC realm. Ayanahas a degree in accounting and experience working in both the non-profit and for-profit sectors. Outside of work, Ayana teaches fitness classes, takes Salsa/Bachata lessons with her partner, knits, makes cards, and is currently learning to speak Spanish.
Daniel Sobel
Danielle Sobel - Policy & Regulatory Affairs Sr. Director
Danielle establishes strategy, structure, and implementation processes to leverage policies and advocate for CHCs as health care delivery and payment continues to evolves in Oregon. Danielle oversees the Policy, Payment and Public Affairs teams at OPCA. Danielle holds a BA in Political Science and Spanish from University of Portland and an MPH from the Rollins School of Public Health at Emory University. Outside of work, she enjoys baking, spending time with good friends, traveling, volunteering, and cheering on her daughters in their many activities.

Data

Simon Parker-Shames
Simon Parker-Shames - Data Strategy Senior Director
Simon supports OPCA's Data Team in collecting and making sense of data to support the mission of health centers in Oregon. Simon has worked for CHCs for the past 15 years, and founded Oregon Health Informatics, an HIT and Data Architecture consultancy. Simon earned an MPH from University of Washington. Outside of work, Simon enjoys spending time with his kids, learning about Chinese language and culture, and dabbling with Irish and classical instruments.
Ethan Pitzer - Data Analyst
Ethan supports Oregon CHCs by transforming data into actionable insights. From building dashboards to streamlining reporting, Ethan turns complex information into tools that improve care and access. Ethan holds bachelor’s in computer science with a mathematics minor and an MBA. Prior to joining OPCA, Ethan worked at Salesforce in technical support and analytics. Outside of work, Ethan enjoys reading and exploring the outdoors—especially hiking and biking around the Pacific Northwest.
Brandon Lane
Brandon Lane - Data Manager
Brandon assists member clinics with data reporting requirements, and supports internal OPCA clients with data for their program work. Brandon has held a data role at OPCA for almost fifteen years! Prior to joining OPCA, Brandon worked in the market research industry for 25 years as an analyst and manager. Brandon holds a BA in Economics, with minors in Political Science and Mathematics. Outside of work, Brandon tinkers with black and white film photography using 1950s era cameras, including developing the film and making the prints.
Shalanna Morales
Shalanna Morales - Senior Data Project Manager
Shalanna organizes all the moving parts involved in launching the Arcadia data system for CHCs statewide. Her prior work includes administrative professional roles at banks and tax firms, temping for the spam/abuse department at Myspace.com, and working the front desk night shift at a premier recording studio in Hollywood, CA. In college, Shalanna most enjoyed coursework in art history, anthropology and acting. Outside of work, Shalanna explores her artistic side through food, music, hiking, and photography.

Internal Operations

Cindy Tan
Cindy Tan - Human Resources Sr. Manager
Cindy supports all aspects of OPCA's internal human resources functions (such as talent strategy, retention, workplace culture, and other HR initiatives) with an employee-centered approach, while ensuring compliance with employment laws and organizational policies. Cindy earned her Bachelor of Arts degree in Psychology with 15 years of human resources experience (11 years at OPCA). Outside of work, Cindy enjoys learning about art and illustrations, reading short fiction, journaling, watching horror movies, cats, and keeping houseplants alive!
Kim Vu
Kim Vu - Accounting Manager
Kim handles day-to-day accounting, including accounts receivable, accounts payable, and payroll at OPCA. Kim has been with the organization for eight years, and has an Associate of Arts degree. Before joining OPCA, Kim worked for 11 years as Accounts Payable in Radio Broadcasting industry, corporate sector (CBS Radio, Alpha Broadcasting). In her free time, Kim enjoys reading and traveling.
Matthew Martinez (he/him) Operations Manager
Matthew Martinez - Operations Manager
Matthew manages everything from supplies for the organization to contract and procedure review at OPCA. He graduated from CSU, Fresno with a BA in Political Science and a BA in Women's Studies and a certificate in legal studies. He has prior experience in political canvassing and office, data management, and operations management at an artificial intelligence company. Outside of work, Matthew enjoys hiking, river floating, reading, cinema, music festivals, and educating himself on social and ecological issues. He spends most of his free time with his amazing partner and two cats.
Courtney Crosby
Courtney Crosby - Executive Assistant
Courtney Crosby is the Executive Assistant for OPCA. Courtney provides administrative support to CHC members, the OPCA Board, and board committees. Courtney is passionate about equitable care and community support. Courtney grew up on the Big Island of Hawaii and came to Oregon to study at Portland State University. Courtney holds a bachelor’s degree in communications & business, specializing in management and leadership. Outside of work, Courtney enjoys spending quality time with family, friends, and her corgi.

Policy, Payment Innovation, and Public Affairs

Marty Carty
Marty Carty - Governmental Affairs Director
Marty Carty oversees government affairs and policy initiatives for OPCA with responsibility for the organization’s public policy agenda and regulatory engagement on a range of state and federal priorities. Prior to joining OPCA, Marty ran Oregon Congressman Earl Blumenauer’s political office where he worked to ensure the Congressman’s political agenda was reflective of the community represented. Outside of work, Marty prioritizes being outdoors and spending time with his partner Marta, their two children, Maggie and Max, and their two dogs.
Talbot Eckweiler
Talbot Eckweiler - Public Affairs & Development Director
Talbot is focused on brand strategy for OPCA, i.e., the production of educational materials around FQHCs challenges and successes in Oregon. Talbot is the person to contact if you have stories ideas for the Annual Report, or if you’re a reporter looking for a subject matter expert. In past roles, Talbot helped conserve forestland in New England, promote tribal sovereignty in the Midwest, and recruit students to study law. Outside of work, Talbot enjoys spending time with her dog and cat, thrifting, and playing D&D.
Dani Gehrke - Communications and Engagement Manager
Dani implements various communication strategies elevating visibility and awareness of FQHCs. With a long history of working with public interest organizations, Dani uses communications experience to amplify awareness of social causes. Outside of work, Dani enjoys camping with her partner, tabletop games, and cosplay.
Torie Baldwin - APCM Manager
Torie coordinates meetings, trainings, and projects for the Alternative Payment and Advanced Care Program (APCM). Before joining OPCA, Torie worked in several office jobs where she learned how to manage overlapping projects with multiple deadlines. Torie is passionate about nature! Outside of work, Torie spends her free time volunteering with both 350 PDX Forest Defense and Bark for Mt. Hood. Torie firmly believes forests, both urban and wild, are our future.
Erin Woods - Health Policy Analyst
Erin is OPCA's lead analyst on all things related to health centers in legislative and regulatory spaces. Erin dives deep into health policy in service of the organizations public policy agenda and coordinates events like Day at the Capitol. Prior to working at OPCA, Erin worked for the state’s Legislative Policy and Research Office. This allowed Erin to get more familiar with the legislative process in Oregon and the health care political landscape. Outside of work, Erin loves exploring new worlds through reading, and she’s passionate about cooking.

Training, Technical Assistance, and Member Programs

Stephanie Castaño
Stephanie Castaño - Program Director
Stephanie leads OPCA’s technical assistance and training programs for FQHCs in Oregon. Stephanie focuses on ensuring program success and strategic alignment, contributing to healthcare development. Before joining OPCA, Stephanie gained valuable experience as a peer health advocate, participated in a social medicine internship in rural India, and interned in OSU's Office of Advocacy. Stephanie is pursuing a master’s degree in public health at PSU. Outside of work, she enjoys visiting Tualatin River Greenway trails for hiking, playing fetch, and paddleboarding with her wirehaired pointing griffon, Canela.
Ada Catanzarite
Ada Catanzarite - Quality Improvement Senior Manager
Ada supports health centers with their improvement efforts focusing on health metrics, systems and processes. Ada looks at a variety of data including health outcomes and implementation science. Prior to joining OPCA, Ada worked in community-based non-profits for more than a decade. Ada holds a BA in Communications & Culture. Outside of work, Ada enjoys being in wild natural spaces by hiking, camping, kayaking, and biking. Ada also enjoys checking out new movies at the theater and playing video games.
Michelle Bowers - Workforce Development Manager
Michelle develops training programs that strengthen the community health center workforce. Michelle builds career pathways for people through community partnerships and supports staff retention throughout health care centers. Michelle has more than a decade of experience in this field, and last year, completed a Master of Science in Nonprofit Management & Organizational Leadership through Multnomah University. Outside of work, Michelle enjoys exploring Oregon with her family and dog Jackson - particularly the coast and anything connected to the forest.
Sonya Howk
Sonya Howk - Sustainability Manager
Sonya facilitates three OPCA professional communities - Operation Directors, Dental Directors, and Nursing Leaders. Sonya is the best person to contact for assistance with new or expanding health centers, information for Operational Site visits, guidance on the Group Purchasing Program with WACH, and resources for developing monthly reports for federal agencies. Sonya has a Master of Public Health Administration and more than 25 years of experience in community-based health. Outside of work, Sonya enjoys spending time with her 11-year-old, gardening, and cooking.
Joanna Peterson - Program Manager
Joanna Peterson oversees OPCA’s 12 leadership communities and supports the delivery of technical assistance and training for CHCs. Before joining OPCA, Joanna worked alongside Oregon pediatricians, facilitating pediatric mental health training and clinical quality improvement projects. Joanna holds a degree in journalism and communications from Linfield University, and is pursuing a Master of Social Work at Portland State University. When not at work, Joanna enjoys studying ballet, backpacking, and trail running. Joanna is a volunteer mentor and is passionate about upstream, preventative behavioral health services.

Oregon Network of Community Health Centers

Carla Jones - Network Director
Carla leads the Oregon Network of Community Health Centers (ONCHC), a Clinically Integrated Network of health centers across Oregon. Carla is the best person to contact if you're an insurance payer looking to contract with the ONCHC or if you're a FQHC looking to become an ONCHC member. Carla earned her degree at Oregon State University, and has more than 25 years of experience in healthcare administration. Outside of work, Carla enjoys watching OSU Beavers games and her children's sporting events. Carla spends her free time kayaking/rafting the rivers, skiing the mountains, and gardening.
Sofia Blanco-Mills - Network Executive Assistant
Sofia supports the Oregon Network of Community Health Centers. Sofia gathers, coordinates, and produces materials for the Network and ACO boards and subsequent projects. Sofia holds a Bachelor of Science in Public Health with minors in Spanish and Business Entrepreneurship from Oregon State University. Before joining OPCA, Sofia worked at OHSU and the Oregon Health Authority. Outside the office, Sofia loves to try new recipes, taking her dog for adventures, and travel as much as possible. Sofia has been to more 10 countries and lived in Spain for a year.

Oregon HIV STI Programs

Dayna Morrison
Dayna Morrison - Senior Director of Programs
Dayna brings over 20 years of experience working with people living with HIV/AIDS in Oregon and abroad. As the Sr Director of AETC programs at OPCA, Dayna provides capacity building assistance to health care systems, federally qualified health centers, and clinicians in efforts to build more inclusive healthcare environments. Previous professional positions include Director of HIV Services at Quest Center for Integrative Health, and Program Coordinator for the CDC Global AIDS Program.
Ashley Allison
Ashley Allison - Prevention Director
Ashley oversees HIV prevention clinical education and technical assistance for Oregon’s health care workforce. Ashley graduated with a bachelor’s in international Affairs from Lewis and Clark College in Portland, Oregon. Prior to taking a position with the Oregon AETC, Ashley worked as a development officer and project coordinator for several large-scale HIV testing and antiretroviral therapy adherence programs in Johannesburg, South Africa. Ashley loves to go camping, read escapist fiction, eat, and grow tomatoes.
Rayna Appenzeller
Rayna Appenzeller - Practice Transformation Sr. Manager
Rayna is the Practice Transformation Sr. Manager for the Oregon AETC and works with FQHCs across the state on quality improvement and systems level change. Rayna works to improve access along the HIV Care Continuum which includes providing capacity building assistance to FQHCs implementing rapid ART treatment. Rayna is passionate about ending HIV using quality improvement tools and taking an interdisciplinary approach to systems level change.
Rachel Greim - HIV/STI Health Access Manager
Rachel delivers and coordinates trainings and supports communities of practice statewide to increase quality health care access for those impacted by HIV. Rachel holds a master’s in public health from the OHSU-PSU School of Public Health and a BA in Human Development from University of California, San Diego. Outside of work, Rachel likes reading, water coloring, and playing cozy video games.
Dale Sattergren
Dale Sattergren - Administrative Coordinator
Dale supports the Oregon AETC team by reviewing and submitting financial reimbursements, preparing materials for mail out and completing data entry. Dale has twenty-five years of experience with Hospitality Management, Hospitality accounting, and auditing experience. Dale also has 13 years of experience in Conference and Trade Show Registration Management. Outside of work, Dale enjoys researching family genealogy and family history.
