MISSION
We are transforming primary care in Oregon by integrating treatment for substance use disorder, HIV, and STIs—centered on people impacted by the carceral system and served by FQHCs—through statewide collaboration, expanded access, and a shared commitment to treating addiction as a chronic disease.

OBJECTIVES
The PSUD Workgroup has the following objectives:
- Develop actionable strategies to improve SUD treatment access and quality in primary care.
- Identify and address barriers to the delivery of integrated, team-based SUD services.
- Foster alignment across clinical, operational, policy, and funding systems that support effective care delivery.
- Surface and elevate best practices, innovations, and challenges from the field.
- Support the workforce, through guidance on training, scope, and infrastructure needs.
GOALS
- The workgroup’s activities will be organized across six strategic goal areas:
- Goal 1: Create an evidence-based action plan for this group.
- Goal 2: Build relationships between local county jails and their local FQHCs.
- Goal 3: Identify and advocate for a sustainable funding stream for contingency management for methamphetamines and Alcohol Use Disorder (AUD) in primary care.
- Goal 4: Create a standard of care for PSUD at Oregon FQHCs.
- Goal 5: All 34 Oregon FQHCs will either offer LAI SUD medications or have clearly defied pathways for referral bidirectional care coordination.
- Goal 6: Build provider capacity through education related to HIV/STIs/MAT/justice-involved population that is integrated into health center’s internal education processes.
Each goal area has a dedicated subgroup. The PSUD Workgroup coordinates these efforts to ensure consistency, identify intersections, and elevate system-wide opportunities.
MEMBERS
The workgroup is composed of representatives from Oregon’s FQHCs and representatives from our state health authority. Membership is open, with a goal of representation across geography, roles, and populations served.
Members are expected to:
- Attend scheduled convenings or designate an alternate;
- Actively participate in one or more goal-specific subgroups;
- Share lessons learned, emerging needs, and promising approaches;
- Engage constructively and respectfully in collaborative problem-solving.
STRUCTURE AND SCHEDULE
- Bi-Monthly Subgroup Meetings: Each goal area will meet every other month, on even months, to develop recommendations and track progress.
- Bi-Monthly Full Workgroup Convenings: On alternating months, or odd months, the full PSUD Workgroup will meet to share updates, surface cross-cutting issues, and engage with invited subject matter experts.
- Annual In-Person Planning Sessions: Dedicated planning meetings to discuss progress, pivots, next steps and potential new goals.
- Ad Hoc Sessions: Additional meetings may be held to address urgent issues or time-sensitive opportunities.
