The HIV/STI Program of the Oregon Primary Care Association receives both state and federal funding to support training and capacity building assistance to health care providers and systems along the HIV Care Continuum in Oregon and SW Washington. Most funds received in the 2024-2025 fiscal year were from the Oregon Health Authority HIV/STD/TB Division’s End HIV Oregon initiative and the Equity and Inclusion Division. The HIV/STI Program also operates as the Oregon AIDS Education and Training Center (AETC). This work is funded under the Health Resources and Services Administration Ryan White Part F with supplemental funding from the Oregon Health Authority’s End HIV Oregon initiative.
Operating in Oregon and SW Washington since 2002, OPCA’s HIV/STI Program acts as a neutral convener of key stakeholders, documents processes and interventions, and provides training and capacity building assistance to clinicians and health systems to ensure best available practices are integrated into clinical care.
Why Our Work Matters
Oregon is well-positioned to end new HIV infections: with fewer than 250 transmissions per year, ending new HIV infections in our state is within reach1. This makes prevention and treatment the cornerstone of our efforts.
Over the past decade, the rate of new syphilis cases in Oregon has increased 12-fold, and our state had over 2,000 new infections in 2023. Oregon has also seen a sharp increase in cases of congenital syphilis in recent years: there were no cases in 2013, and 37 in 20221.
OPCA’s HIV/STI Program views HIV through a syndemic lens. We recognize that to address HIV, we must also address viral hepatitis and work to improve the health of those who use drugs. Oregon has one of the highest rates of deaths related to hepatitis C in the country, second only to Oklahoma2.
