Position Summary
The New Development Program Manager will be part of a team of professionals who support RISE Partnership’s mission to develop unique solutions to workforce challenges. The Program Manager is responsible for developing and implementing a first of its kind LPN Apprenticeship program across the state of Oregon. The Program Manager will manage the program through all project phases including program design, eligibility, implementation, and continuous improvement.

Essential Functions

Work with the Director to develop an LPN apprenticeship program that meets the workforce development needs of long-term care workers and employer organizations

Collaborate with wide range of stakeholders including State partners, SEIU 503, Employers, Care Providers, and other external and internal stakeholders

Develop the program through an equity and inclusion lens to ensure career development opportunities are accessible to historically underrepresented groups.

Develop and Convene Apprenticeship Subcommittee monthly to facilitate meetings, interviews, and selection of apprentices.

Provide monthly project status reports

Supervise staff trainers, career coaches, and other staff to meet program goals

Work closely with recruitment team to develop outreach strategy

Work closely with eligibility team to ensure wraparound supports process is efficient and effective

Work with administrative team to develop standard operating procedures (SOPs)

Set cadence to measure program’s effectiveness

Ensure program compliance with all State and Federal Apprenticeship requirements

Track and complete required grant reporting

Handle and appropriately report confidential, leadership, and personnel matters

Ability to design and implement new programs for adult learners

Demonstrated track record of advancing equity and inclusion

Ability to design meaningful evaluative processes

Experience training or otherwise engaging with workers and a commitment to empowering them to reach their career and personal goals

A commitment to treating coworkers and participants with respect

Able to perform in fast-paced, ambiguous, and changing environments

Ability to work in a team-based environment

Qualifications
Experience

Demonstrated experience managing programs related to education and learning.

Demonstrated experience managing trainers/instructors in remote and in-person environments.

Demonstrated experience providing direct feedback on instruction technique and facilitation using adult learning methodologies.

Experience successfully managing a team to lead and drive education-related work.

Supervisory Responsibilities

This position is responsible for supervising other staff members.

Working Conditions

Requires occasional lifting and exertion for short periods Requires very limited physical exertion
Readiness to work occasional long hours, weekends

Able to travel between worksites and/or meeting locations within the state
