PAY AND BENEFITS
Mental Health Service Coordinator Compensation Salary Range:

Annual Pay Range:  $68,868.87 – $87,447.48

Hourly Pay Range:   $33.110035 – $42.042059

Salary offers will be made within the posted pay range and will be based on a candidate’s experience (paid or unpaid) that is directly relevant to the position.

The Behavioral Health Division provides licensure supervision to all regular status employees who have completed a Graduate degree in a behavioral science-related field (social work, counseling, clinical psychology, etc.), and is actively pursuing licensure in that field.

This is a full time County position represented by the Employees’ Association.

JOB DETAILS AND QUALIFICATIONS

Clackamas County’s Behavioral Health Division (CCBHD) is seeking energetic and adaptable Forensic Mental Health Services Coordinators to join a team of behavioral health professionals.

There are multiple positions available!

The Mental Health Services Coordinator in this position provides community based services and care coordination intended to keep individuals with behavioral health issues out of the criminal justice system and, instead, facilitate support by other community-based resources such as mental health services, substance abuse services, employment services and housing. The goal is to minimize contact with law enforcement and avoid or reduce jail time. These services are intended to reduce the number of individuals with mental illness in the criminal justice system and the Oregon State Hospital. The Mental Health Services Coordinator in this position may also provide transition planning and care coordination for individuals undergoing competency restoration under ORS 161.370 in the Oregon State Hospital and in the Community.

Most competitive applicants will have experience conducting initial and ongoing needs assessments for individuals with behavioral health issues. Most successful applicants will have had experience collaborating with community based services such as mental health services, substance abuse service, employment services and/or housing services in addition to effectively collaborating with Corrections, the Oregon State Hospital, Peer Support, Social Service and Mental Health partners.

Required Minimum Qualifications/ Transferrable Skills:*

  • Qualified Mental Health Associate (QMHA) or (QMHA- R) as established by the Mental Health and Addiction Counseling Board of Oregon (MHACBO) at the time of hire
    • A Qualified Mental Health Associate (QMHA) means a person delivering services under the direct supervision of a Qualified Mental Health Profession (QMHP) and meeting the following minimum qualifications as authorized by the Local Mental Health Authority (LMHA) or designee:
    • (a) Bachelor’s degree in a behavioral sciences field; or
    • (b) A combination of at least three years relevant work, education, training or experience.
  • A minimum of three (3) years of related experience that would provide the required knowledge and skills to perform the responsibilities of this position.
  • Experience, knowledge and commitment to serving a diverse population and promoting equity, diversity and inclusion
  • Experience working collaboratively with community partners, collateral service providers, law enforcement agencies and co-workers
  • Must possess and maintain a Basic Life Support (BLS) certificate

Preferred Special Qualifications/ Transferrable Skills:*

  • Bilingual English/Spanish
  • Certification as a Certified Alcohol and Drug Counselor (CADC) I, II, III
  • Knowledge of mental health, substance abuse, legal, medical, social, and housing resources in the community
  • Previous experience working with adults involved in the justice system
  • Previous experience working with a treatment court program

  • TYPICAL TASKS

    Conduct initial and ongoing needs assessment for individuals referred for jail diversion to determine appropriate placement and services
  • Provide jail diversion services as outlined in MHS09, including providing incidental support such as food, clothing, and transportation as well as linkage to benefits and community resources such as SNAP, housing/shelter, Medicaid enrollment, mental health treatment, cash assistance, and other services that are likely to reduce continuing criminal sanctions or incarceration.
  • Provide competency restoration services as defined in OAR 309-088-0115(10) and MHS 04 including providing incidental support such as food, clothing and transportation as well as linkage to benefits and community resources such as SNAP, housing/shelter, Medicaid enrollment, mental health treatment and case assistance.
  • Provide care coordination services as defined in OAR 309-088-0115 (5) and required in OAR 30-088-0146 (1)(b) including facilitating communication between natural supports, community resources, and involved providers; coordination of forensic evaluations and transportation if needed; and communicating to the court, attorneys, jail, community corrections and the client.
  • Coordinate with attorneys, jail and corrections staff, courts, providers, family members and other collateral supports, including service coordination, as needed and required by OHA contract to assist individuals in minimizing continuing criminal sanctions and incarcerations. Attend staffing meetings at jail and provide education to community partners regarding the mental health systems and resources.
  • Advocate for clients with family, providers, public and private agencies, law enforcement agencies, justice system, schools and others.
  • Complete required documentation, including charting on individual clients; participate in all required reporting, including quarterly reports to OHS, and engage in data collection as directed by supervisors.

 REQUIRED KNOWLEDGE AND SKILLS

Working knowledge of: Accepted principles and theories of human behavior, personality and development, and social interaction and development; techniques and procedures employed in evaluating, modifying and motivating human behavior; principles and methods of community intervention; techniques of identifying and utilizing community resources; case management methods and techniques; Maintain knowledge of on-going changes in Medicaid system, mental health diagnoses, law, regulations, programs, eligibility criteria, payment methodology, reporting requirements and resources affecting clients; use office equipment, including personal computers and software programs.

Skill to: Apply social and psychological theories of behavior and personality to the treatment of complex mental and emotional disorders; assess and implement a service coordination plan and monitor the client’s progress toward established goals; analyze and evaluate social, psychological, and physical factors affecting clients and their families; treat clients and their families in order to enhance their social, psychological, and physical functioning; communicate effectively in writing and make formal presentations to the public, community groups, and other mental health professionals; keep accurate and timely records; establish and maintain effective working relationships with clients, families, care providers, community resources, other public and private agencies and County employees; operate computer software and other office equipment.

WORK SCHEDULE

This position works 40 hours during a standard workweek of Monday through Friday. As the team grows, alternate schedules may be considered.

Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.

This position is designated as on-site/in-person. It is expected that the selected candidate will perform duties at the specified on-site work location. As the team grows, hybrid schedules may be considered.
