OPCA provides technical assistance (TA) and training for all Federally Qualified Health Centers (FQHCs) and Look-A-likes in Oregon - to help improve the health status and quality of health care provided to their patients. Our quality improvement programs support our mission to decrease health disparities and increase access to comprehensive health care for low-income and vulnerable people in Oregon. OPCA combines strategies to ensure that FQHCs remain viable while assisting them to expand their services and community outreach. We organize our TA and training activities under three overarching goals:
1) Strengthen existing health centers,
2) Manage the growth of new and existing health centers, and
3) Promote and provide TA and training support for quality improvement and excellence.
The number of requests for OPCA's TA and Training Services has grown exponentially in past years due to the weak economy, continuing health center growth, cuts to OHP Standard, and increasing momentum for Primary Care reform. OPCA has responded by greatly expanding its Technical Assistance Program beyond viability and growth assistance to include a focus on the Primary Care Home model that provide quality improvement methods to operationalize a systematic approach to health care delivery and health outcomes for FQHCs in Oregon.
OPCA continues to be committed to help FQHCs strengthen, to grow and to improve their quality of care by addressing multiple areas of health center excellence through trainings, on-site technical assistance and advocacy.
